Officers alerted by a 999 call rushed the victim to hospital but he later died.
The killing occurred in the wealthy village of Hale, near Widnes, Cheshire which has a population of 1,800, including Premiership footballer Jermaine Pennant.
It is well known for its thatched roofed cottages, a historic manor house, a lighthouse and many listed buildings dating as far back as the 14th century.
Mr Bassnett - who ran a conservatory fitting company and was described as a 'loveable rogue' - is believed to have been visiting the village at the time of the shooting at midnight on Tuesday night."
